Buggy engine tuning

I have a new Novarossi 3.5cc buggy engine which I'm finding hard to fine tune. The engine starts easily and works smoothly at low revs. However, when I am in a straight, the engine revs up to a point when suddenly it stops producing smoke and slows down suddenly even though the throttle is full. The mixture is rich because plenty of oil comes out of the exhaust.
Where do I start from? It must be something to do with both th needle valve and the screw on the section of the carburator that slides in and out (don't know what that setting screw is called but it's where the servo linkage connects to the engine).
