If you are on a budget, I would recommend you try out the Sportwerks .21 engine (I know I will get flamed for this, but I believe in this oppinion). If you do not wish to try out this engine, then I would have to say the RB S7 II. The Fantom FR .21 is a good engine, and quite durable. But they can be a "joy" () to tune. The OS VZ-B would be the most reliable of the three in terms of the tuning-friendly carburetor that OS engines are notorious for.

Don't worry nurch, I won't.

In our last race, Scotty Ernst from Trackside hobbies beat all of us using a Sportwerks .21 in his Mugen.

Isn't sportwerks horizon's new house brand? Any ideas who actually manufacturers them?

Since the storm is a bit on the heavy side I would look into a 14mm cranked engine like the current P5 and it's rather large crop of spin offs. Crono has an RS5 that is nothing more than a rebadged 14mm P5 with a heavy duty rod which can be had for around the same as an S7 II.

Well a Hyper 21 8 port Race would suit your needs on a budget. It is a 14mm crank and a phenominal powerhouse for the cash.
