For me I would go with the WS72, I love this engine, it has good run times last ages and tunes really easy. Has loads of top end and mid range, and with the right pipe you can get a good bottom end.

V-Spec even more run time, another powerful mill, but does not last very long 2 to 3 gallons is most peoples experience, although someone will come along and tell you it lasts for gallons upon gallons.

whats wrong with your friends 421B? That engine is more powerful than a WS7II. All of those engines are top end obviously and the 421B can run with them no problem if tuned properly. The V-spec is nice because it has great low end as well - but i personally wouldn't run one due to the fact that too many people have had problems with it. Also, the Crono RS7 is a finicky tuner and apparently struggles to hold a solid tune, despite its also considered one of the fastest engines you can put in a buggy.
Its really up to your friend and what he wants. Obviously something very fast and geared for top end power, but depending on the engine, reliability and efficiency made need to be sacraficed.

Try a Collari, I am running one at the moment and it has more top end down the straight than my mates 421B, and some P5's at my club.
Have to say its down to what track you run at though, I do not have a lot of use for top end at my club, you can't go flat out on every part of the track only about 25%. So a good bottom to mid range is the order of the day for me.
You may want to try the RB S72 its smooth good power throughout and lasts gallons.

Looks like the tracks in the middle east something.
As for the P7-R, Yes it would suit that track nicely, as would the P5, I don't think the V-Specs power band is really suited to that place, it's more of a steady accelerator rather than an on-off-on type engine. Still it's more reliable than a Nova rossi or Collari, 11 Gallons now BTW and only a front bearing swap at 3 gallons, cheaper than running the other brands I'd say.
[link=ftp://[email protected]/Bash_1.wmv]And watch this Vid to see the power of the P7-R. The only Engine to power over 2 jumps of the triple at Swindon. And It's the one wheelieing and doing the star.[/link]
