Default cold!!!!!

well i just finished building my 4 foot gas airboat with a 31cc ryobi. i put on a 11mm carb and tuned it in the middle of fall, and it ran great. now that it sit for a while so it would not break so i could show my friend... i tried to start it today and it wont rev to full throtle and stay there. i live in PA by the way. it will stay running on choke but thats no good. my question is, is my carb too small since the choke has to be on in the cold weather. or could it have gotten too cold that the cooler more dense air is out of the air-fule mixture range

I have to adjust my carb every fall and every spring.....Bring it up to full throttle while running and slowly turn out the high speed needle until it will run without the cut-out. If this fails, there is probably a chunk of debris in the carb jets.
