Default prop ballancing

just a quick Q when ballancing a prop should it come to rest like in which picture
sorry for the noob question but the first pic would make sence but the second picture seems more proportioned.

First pic but it should also balance when turned through 180 degrees as well. As a rule the prop if truly balanced will come to rest at a different position every time it is turned.

If it repeatedly comes to rest at one point then it is not balanced and weight will need to be removed from what ever is below that point.
