Wood-wood. Aliphatic resin.
If balsa, there never has been, and never will be, anything better than balsa cement.
Epoxy works, as well, but requires mixing and gives limited working time. Some people swear by expanding PU glue, others swear at it.
Any wood will need clamping until the glue has grabbed and set whatever is chosen as a glue.
The best any glue will offer is "water resistant". Whatever is used will always need a layer of protection. Sealer, primer, paint, maybe varnish if the woodworking is good enough.

As I recall the OP is building a 55” to 60” 30cc gas-powdered model. If they’re using balsa, well…..

Balsa CAN WORK, as long as it's got a good layer(or 6) of fiberglass over over it both inside and out. Now that I know what is actually being built, he misspelled hull as heal. I would build it from aircraft grade plywood and EPOXY GLUE, just like I do with my scale hydroplanes.
