I dont really know what a circlip is but from your post I think you are talking about that thin metal clip that hold the metal rod in the piston(the one connecting the piston rod to the piston)
You compress it until it goes nicely in the piston. The piston is not flat inside, it is smaller at the outer side to hold that thing inside from rubbing against the cylinder. It looks like a G letter.
Take the end that is not bented (outer part of the G letter and stick it in the hole. The take a pair of pliers and bend the other end until it fits nicely in the hole. Be careful not to bent it too much as you may damage it. If you bend it too much it will become smaller and it can get stuck between the cylinder and piston VERY nasty.

how to reinstall circlips
put the whole assembly in a clear plastic bag and work thru some holes for the pusher.
start one side and hold it best you can with thumb and use a piece of hardwood dowel and press the other end in and down.
when you think it is seated inspect thru the bag to make sure them remove from bag.
Those clips really fly and a real pain to locate sometimes. Yep voice of experience.
