What does "scale" really mean?

So I see a lot of people saying things like the savage XS is a bit too big to be called 1/16 scale when compared to other 1/16 scale cars like the mini e revo and that the bigger e revo is more like a 1/8 scale when compared to other 1/10 scale trucks like the stampede or the slash.
I was thinking about what scale really means and to me it means a scaled down version of something bigger but I have noticed people more commonly refer to scale as a kind of set in stone size.
So if I was to look at the slash for instance my way of thinking would tell me that it is 1/10th the scale size of one of the real CORR racing trucks, but then if I look at something like the new grave digger which is based off the same chassis as the slash and it is also 1/10 scale but the real grave digger is much bigger then a CORR racing truck.
So if I use scale in the sense that I see most people do the slash and the grave digger are the same size so 1/10 would convey a message that it is a set in stone size, kind of like buying clothes, a size 34 pair of pants should fit you no matter where you buy them from right? I'm interested to know what other peoples interpretation of the word "scale" is when applied to this wonderful hobby?

i think its mainly a rough estimate, and im sure some manufactures are on the edge of the limit with some of their cars so they can one up the competition in the same scale bracket.

I guess the pede could be scale if midgets drove it

But yea 1:10th should be 1/10th the size of the actual thing like in every other hobby. In most ground based RC's scale means some imaginary number to roughly base it in comparison to other RC's
I think RC tanks are accurate though for example of a ground based one that defies the lack of logic
