You can buy regular white dish (or any other type of white wheel) rims and use food dyes to color them whatever you like. As for bodies, the usual route would be to buy a clear body and engage a professoinal painter (or have a go yourself).

I assume you have the buggy? In which case, yes, any buggy wheel will fit with a17mm hex. If its a truggy, you need to be a bit more careful with offsets.

Sorry bro, I can't find any ready-made bling wheels for buggies. Get white ones and dye them.
Just over halfway down this page (link below) are some slightly prettier wheels from HPI, you can google the part numbers to find shops that sell them, but that's about all I could find. There just isn't much of a market for bling wheels for buggies cos everyone races them, and its important to have bright colored wheels so you can see what you are doing with the steering from a distance.
