Default tamiya TT02 shocks help

I am doing my first build with a TT02 and I am building it with the high ground clearance settings front and rear , My question is about the stock shocks and springs , the front shocks seem to be more loose fitting , If I hold it with two fingers I can get side to side movement and spring can more round the shock , the rear shocks and springs are more tight the springs are more compressed with little movement , I have used the following holes to slot the shocks and there are know wheels on yet and I am Just wondering if this is normal or have I done something wrong?
