but to me its not the same, the car is uncontrollable its basicly stuck at full throttle ridding against a wall if you could stear it and controll the throttle that would be a whole nother story

yeah that video is cool....and if that cord is strong enough to hold up to that tension it'd probably take your leg right off if you fell off that pole.

Not RC (radio control). Tether car. 
There are still some tether car tracks (like in the vid) around the U.S. (as I'm sure they are sprinkled throughout the world). In fact, there still are some manufacturers building both vintage replicas as well as "high technology" cars for maximum speed.
