I have a savage limitededition 3 speed and i cant get it to change gears. I dont know the factory settings and i have adjusted it every way ican think of. I know my rps are high so it should change. this truck only has about 4 hours on it. When it was new it wouldnt shift until it was warmed up, but now it wont shift at all.

tighten the adjuster screw in snug then out four turns. the bottom screw that you can get to threw the access hole, that should get you close. you have to have a good tune for it to shift right also, if its too rich it wont be able to get the rpm up high enough. other than that you will have to take the case apart to re adjust first to second, I cant remember off hand where mines set at.
I kinda think its your tune though.
