No, they should both spin. Maybe it is binding? or perhaps a broken axle? or gear?
When one wheel is turned, the other wheel should spin the opposite way.

Sounds like you stripped the idler gear. Traxxas makes a alum. 1 that holds up very well. Also check your wheel pins And your slipper.
