Do size of wheels affect performance???
If you go from 110mm diameter tires to 90mm tires will it effect the speed?????
Will it increase or decrease top speed?????

It will decrease speed if you leave the gearing alone and only change the tires. You could gear it to go the same speed with the smaller wheels.
