Have you made sure that the roto start is turning in the correct direction? If so have you taken the roto start plate off the motor to check for broken parts?

Nothing is wrong, it does that for a reason. There is a One way bearing behind the backplate that makes it not turn in one direction.
If your Roto-Start is Turing the wrong way- Turn it the other way (as the other guy said). (if I get what your saying)

I noticed a sound from the video when you hit the power on the electric start... nefiew used to have a warhead evo and it had an electric start also, when he would put the rotostart in the back of the engin and hit the power it made the same sound. I took the engin out and dissasembled the start box and sure enough... it was stripped and all it was doing was jamming up when you hit the power button. I gave him a choice..lol "you can pay $40 at the local rip off hobby store for a new starter box on the back of the engin or $12 for a pull start". He took the pull start. Now if it isn't the starter box... then i would suggest taking the glow plug out and see if it makes a diff, if not then the box might be shot. Can you rotate it all the way one turn with your finger from underneath?

i don't think there is something wrong with the rotostart. i did it manually just using my hand and it does the same thing. it stops about in one full turn.

No clue what this means - can you explain a little better? The flywheel is there to hold the clutch shoes, and in some cases it is used to start a vehicle. If you can spin the flywheel without turning the engine over, then your flywheel nut is loose.

^ I think when he means Flywheel.. He is also talking about the Crankshaft (turning over the engine) Just a guess..
