Problem with the .12 engine

i bought my .12 engine 9 months ago which is good for a while. During the winter i didn't use it. now when i start my engine it run but every time i try to let the engine go up to the high speed. the engine doesn't get enough fuel. if i keep the engine on to the high speed it just stay for 2 sec than stop. i already try to use the high speed needle to lean my engine but it didn't work. can you guy please tell me whats wrong. i am using 12% oil fuel is this good enough or maybe is the fuel problem. should i use more oil fuel than 12% oil please help me ?

did the fuel gum up inside the engine?
did you use after run oil?
take te head off and inspect it.
sinice its been sitting so long maybe you might wanna just go ahead and rebuild it. take it apart clean it with some denatured alcohol lube it up and put it back together.
