True, if you want speed, yes, you are correct, you need RPM. But also remember that you also need torque at those high RPMs otherwise, the friction of the gears, bearings, the rolling friction of the tires, the aerodynamic drag forces, etc. will all overcome the forward progression and the RC cannot accelreate anymore, thus, it hit its teminal top speed. (I.e. when friction and drag all equal the torque output of the engine).

In reality, torque is needed everywhere, from low RPM to high RRM. All high end HP indicates iws how well the engine keeps its torque curve into the high RPM bandwidths.
