Well a new radio would be a better buy through my eyes. Have you ever flown a heli?? It took me a while to fly them in comfort at the cost of many many replacment parts. I think the DX3s would be better. I have a DX3r and have no probs so far. I got 3 helis and one is in flying order.

If you really want to try helis then you could always split it the other way. Try a small co-axial heli, the eflite mcx or esky lama v4 are around $150, very stable so you should learn fairly quickly, parts are cheap too. Only problem with co-axials is that they are usually indoor helis unless it's really calm outside.
$250 is not a lot to spend on helis and you don't get anything very nice.

if you wanna get into helis, get a cheap one. Like around $150! Esky helis are good choice, very stable indoor! i'm still learning right now and have broke about 6 blades already

In the US it is illegal to use a air radio for surface vehicles or surface for air.

True but if you're talking 2.4ghz it's all the same. 72mhz vs 75mhz definitely don't mix.
