Could I put new electronics in this and would it run ok? The gears are not grinding at all. Not sure what this is... anyone know? Could I take all the electronics out except the steering servo and give this thing a bath? I would like to use Hobbywing ESC and motor. How old is this as well? Is this a buggy or truggy or SCT?

The steering servo and receiver are Traxxas. But theres a compartment that has ae (Associated) on it. Is it traxxas or ae?

I heard elsewhere that this is definitely an Associated brand buggy or the likes. Should I take it apart and clean it and buy new electronics? Where would I get the front bumper for this? I like Hobbywing electronics. I would like it to be about 40mph I would like to look at a manual but not sure what this model definitely is. What motor and esc do you guys recommend from Hobbywing?

It's a true 1/8 platform so any 4268-2000KV motor on 4S with a matched ESC would do well.

I would encourage you to download the manual and start searching for parts like the front bumper you asked about. You will get a good feeling of what you're up against. Lots of time and effort needed to keep a discontinued RC up and running. There are people in line/in front of you waiting for such SC8e/SC8.2e goodies to pop up online. You have to be diligent in your searches, and, in most cases, be willing to pay top dollar for certain parts.
