Not exactly sure I understand the question, but...
0.9 isn't the disharge rate in amps, it's the voltage cutof at which the smart try stop applying a discharge load to each individual cells. The Tray has a constant 2.7 amp discharge rate. When the cell reach 0.9v, the tray considers it discharged and stop applying the 2.7 amp load. The cut-off point is adjustable but 0.9v is pretty much the best cut-off voltage.

I have the LRP concept tray and it does cutoff @.9. The Smart tray, I believe, has a adjustable cutoff point and not adjustable discharge rate. I really like using my Concept 'cause I get a deep and balanced recharge. My IB_Fusion v2 38's top off at 46 and they perform flawlessly.
