Is it normal for a stick pack to be dead when new?

dead (empty) yes, but not a dead cell. It should still show 6 volts.

I got an SMC 6 cell stick pack with intellect 4200 cell's and it was zero volts out of the box.I charged it full ran it all was ok then i charged it again and it discharged fast i watched it go down on the volt meter like a countdown.I charged it again and it held a charge better but still droped so i figured it was normal for the ib 4200's.So i built some 7 cell sxs packs and now some of the cells are at .03v and .06v and .43v all the others stay at 1.27.I think the SMC battery i got was junk becouse it was zero volts when new.

first charge shoudl trickle it at .42 amp for 14 hours

I charged it at .5v with a mv/c 4.it peaked at 8.9 like the other four packs i have,took about 180 min.
I used some of the cells to build some 7 cell sxs packs and now some of the cells are at .03v, .06v, .43v.This is after a couple af runs where everything was ok.They don't seem to hold a charge those three that are low so i don't know if there junk cause they were at zereo v when new.

A good healthy cell regardless or manufacturer if Nimh Sub-C should read around 1.27V.

Sounds like something is wrong with the cells. Even if they weren't form charged, they should be doing much better than that. I would have contacted SMC before dismantling. They probably would have stood by their product, but now that you took the packs apart I'm not sure.

Yeah thats what my lhs said.
I bought another smc ib4200 battery and the voltage was 5.9.
For the first charge I charged it at 1.0 amp.4 mv/c
it took ,62:54,
it peaked at 8.904v
it took 954 mah.
It was 8.56v hot off the charger.
Two and a half hour's later it was 8.42v.

I ran it in my snomobile and it lasted about 7 min and i stoped running when it slowed down a lot.
The voltage was at 8.10.This time i charged it at 3.0amp.,4 mv/c
it took 25:54
it peaked at 9.08v
it took 1172 mah
it was 8.53v hot off the charger,this was the second charge.Two hours later it is at 8.46v.
What do you think does this all seem normal?Thanks

Seems normal enough. You just need to run it a few times to break it in before it will perform as it should.

So would it be a bad idea to take apart the new smc stick pack i just got and use those cells with other cells to build a sxs 7 cell pack?Or do i run this new pack for a while?I really would like to get my 7 cell packs going because i need them in my e-maxx.
The voltage droped to 8.3v this morning from a full charge of 8.53v last night.That seems normal as compared to the other four packs i have that are the same.
I think i may just take it apart and build the 7 cell,but i would like to hear some opinions about it.

I would run or cycle the pack 10 times and see how it performs.

very cool combo for your pede! Now you just need treads in the back, and your set! The stock tires have almost no traction in snow.

Well it finished charging,this was the third charge on this pack
starting voltage after a run in the pede till it was slow was 8.04v
charge rate 3 amp
mv/c 4
it took 2527 mah
it peaked at 9.124v
it was at 8.68 hot off the charger
How can it be dead/running slow at the end of the run at 8.04v and when it's full charge it's 8.68v?

I wouldn't be too concerend about voltage readings before, after, during the charge. They don't give you much good info other than a bad cell perhaps.

The batts are 1.1-1.2 per cell when empty and maybe 1.4 volts per cell when full. When the reading is taken during or right after a discharge or charge it is thrown off quite a bit.
