Default Duratrax Twin-Pulse Question

Ok so my Twin-Pulse charger says that on the 1A setting it will charge up to 8 cell tx packs and on 3.5A it will charge up to 7 cell car packs. I just plugged in an 8 cell cheapo batt from a toysrus car and set it to 3.5A (should be charging for 7 cells). I checked the voltage before I put it on the charger and it read 7v (really really low for an 8 cell), when it came off the charger it read 11v. It charged the 8 cell. Does this mean I could charge a higher quality, higher mAh (4500mAh) 8 cell on 3.5A successfully? Did duratrax just say that 1A is only for TX packs so you don't charge it at a too high charge rate?
