I would invest in a brushless system (I recommend castle) and a decent lipo. Look at the turnigys on hobbycity for the BEST bang for the buck and check hyperion for top performance.

If you don't have the money for brushless right away, I would go for a lipo first. The battery makes the electric system. Keep an eye on themps if you choose to move from a 6-7 cell nimh to a lipo; you may have to gear down a couple teeth.

there is no lvc for a xl5 esc though. so therefore he would have to get a lva. it would be around a $100 for a charger and around 30-40 for a lipo if you go with zippy

Get a turnigy lipo and a turnigy charger. The lipo would run you 20-30, maybe 40 and a decent charger on hobbycity is about 40-50. You can get a battery monitor on hobbycity for $4, you would just have to find a way to mount it outside of the body.
Getting a lipo is a great reason to get a brushless system. The 36mm inrunners at hobbycity generally aren't all that good, but you could go with an ezrun 65a esc. That wouldn't be the best, but it would be decent.

Look at a mamba max pro with a 3-4s lipo and a medusa (bang for the buck) or Neu (top of the line) motor. It will find EVERY weak part of your drivetrain and you'll get well over 50mph.

Medusa is no longer in the motor business. If you can find them, they're good motors, but with no support.
Neu is indeed top of the line, in performance and efficiency. Expect to pay about $150-160 just for the motor. What is your budget by the way?
Mamba Max monster is designed for 1/8 scale cars & trucks and 4S LiPo. It is not a good fit for a Rustler.
The advice for a Turnigy LiPo is good, but they're out of stock at the moment. The 5000 mAh, 2S, 20C, hardcase is an exact fit for the Rustler's battery bay. The Zipply Flightpower with the same ratings is the same size, but has side exit leads instead of top. You'd have to probably cut a little slot for the battery leads if you bought that one.
As for the motor, this will do the trick:

Then, search for their 60 A car speed control, the one with the fan on it. (the rest are for planes & boats)
That will take you to at least 40 mph with 2S LiPos. If you want to go faster, buy a good 3S LiPo and you're there.

I had a LRP eraser in my T3 and I was not impressed. It was a 9.5t and wasnt nearly as fast as I hoped it would be running on 2s lipo. It finally cooked itself a little over a week ago. I wont be getting another LRP motor.

So it turns out the big block is a 650 not a 550 so it wont work for me. the specs for it are

I'm not sure what gear to use. I just know from experience that you will have to gear it down. My Rustler with the Sidewinder 2700. The motor gets real hot. Probably way to hot. I have to gear it down also. Just haven't found the time.
