I have an AMD-2 750 Mhz computer w/256 mb RAM and a "basic" 2-4 mg video card. The FPS is 2-3 and the aircraft is slow. When turning, you have to stop the roll with substantial aileron and then it rolls the other way.
Do I need a better graphics card? If so, what should I buy?
FMS seems to be working OK except for the above.

What's "AMD-2"? Athlon?
Then, it should have an AGP slot. Buy any GeForce or Radeon-based card (check out www.newegg.com -- I've bought some nice cards from them quite cheap) and FPS will increase dramatically.
If your motherboard doesn't have an AGP slot, buy a PCI version of the above cards.

Yep....
Sounds like you need to be investing in a much new video card. With prices as low as they are now-a-days, you pop a 32MB or 64MB card for around the same price as a gallon of fuel or two. It is definately worth the investment.
just my .02,
