Gain controls how aggressively the gyro attempts to correct tail deflections.
Low gain, and the gyro makes small corrections to the tail signal.
High gain, and the gyro makes large corrections to the tail signal.
Higher gain is typically better, allowing the gyro to do more of the tail steadying task. But if the gain is too high, it 'over-corrects'. This produces a tail-wagging condition, whare the tail oscilates back and forth rapidly.

OK I'm assuming you're refering to the gain setting of a gyro on an RC heli.
The gain of the gyro is how sensitive to movement it is and how efficiently its output is. If the gain is set too low then the gyros output to the T/R servo will not be enough to stay up with what the heli is doing. Really low and it's like not having a gyro. If the gain is set to high the gyro will try to make corrections faster than the servo and heli can respond to it (heli gets jittery).
What's it for? To control the heli in a way that pleases you.
It is generally adjusted either on the gyro itself or via your TX via an available channel on the RX (channel 5 for the Futaba).
Gain is also a clothes washing detergent. In this case, Gain is used to get your clothes cleaner.
