The Concept 30 is not a bad heli in the least. It does great for what it's intended for -- a cheap first heli to learn on. The biggest downside to the Concept is that it's no longer made, and parts will become scarce eventually. Right now they're not too hard to get as most hobby shops still have tons of Concept parts in stock (at least my LHS does).
If you are getting a good deal on a used one, and it is in good shape then I'd say you'd be OK. Learn on the Concept and get one of the newer helis when you're ready to start flipping it around. Whatever you do don't think that this will be your first and only heli -- just ask any of us on this board how many we own now.
I own a Concept 30 and I'm very pleased with it. I'm nowhere near the level of doing any 3D (or even basic acro for that matter) and it suits my needs just fine. It hovers nicely, tracks beautifully in FFF, and survives crashes well. My last major crash set me back a whopping $84 in parts, all which were available at my LHS. I could have saved even more $$$ if I hadn't picked up a new canopy for it.
A good deal on a used Concept 30, BTW would be around $350 - $400 ready to fly (including radio). Bare bones around $100 - $150 is the going rate.
So if a deal like that exists, I'd say you'd do OK. If the deal is not as good, then go ahead and get a Rappy or one of the other popular plastic helis.
Just my $0.02.
