Header Tank Question

I've got a new to me (used) JR Venture 30 with an enya 35. It's got a small header tank. I notice that as the main tank runs down, the header tank also runs down. I would think the header tank should stay full until the main tank empties. Is it normal for the header tank level to fall with the main tank or should it stay full? If it should stay full, what might cause it to empty with fuel still in the main tank? The lines don't appear to leak and I replaced the clunk line in case it had a pinhole or something.

Thanks, that's what I figured. I have replaced the clunk line, I'll replace the other lines before I fly next. I have no fuel leaking anywhere but that does not mean air is not getting in. The main tank is definitely not foaming, it's on rubber mounts and I can see it in flight and the fuel is not moving much. And as far as violent maneuvers, I'm just happy to hover it without breaking anything at this point.
