I can't speak on the Twister Army but I bought the Twister Skyleft Tandem and I think it is a great little heli, very stable (with a little bit of tweaking). If the Army is as stable as the Skyleft it would be a great first heli (if your looking for fixed pitch).

Generally, coaxial design helis are a snap to fly. They are stable and you can get them up into the air & back to ground without breaking anything with little or no experience.
Look around for spares for this particular heli, as if it is similar to the Lama Commanche, I've read of dissatisfaction with the landing gear.
If you're looking for great flying on the cheap (yet excellent quality) take a look at the Lama v3. I've just gotten back from flying both of mine over at the neighborhood park, along with my v4. Ran 2 batteries thru each, and had no part-rending mishaps.
Get the Lama & practice on it, since if you manage to break anything, parts are cheap and readily available from many on-line hobby shops.

1 each of my Lama v3 & v4's are pretty much stock and are great fun to fly. Another Lama v3 has upgraded motors, skids and a higher cap battery, shortened flybar and is best of the 3 for flying against a light breeze. All suffer from crappy-blade syndrome & the factory blades that easily break, should be replaced ASAP with sturdier blades from Xtreme, Harden or Deal Extreme. I shredded up all my initial blades within under an hour on my first Lama, later replaced the blades with a better upgrade & am still flying several months later with the better blades.
Once you get tired of the stock Heli, more powerful 180 motors are available, as well as different canopies and tail configurations. I'm waiting for mail delivery of a boom tai & canopyl for another v4 I'm building with several other mods to it. Simply because of design, I know it will be a blast to fly & will be better in the breeze than any I now fly.
Plan ahead & order blades & batteries while waiting for your heli to arrive:
