I am a complete newbie to helis i just bought and built a nexus 30, but i have a question. Are the flybars and paddles supposed to move when you push down on them? or are they supposed to be locked in a straight position?

ya can fly with a locked flybar, not well, but it can be done.
the flybar IS suposed to be able to freely teeter. this sort of dampens control inputs and gives a small amount of gyroscopic effect to stabilise the heli.
