Delay in PCB board... HELP!

Hey all!
I'm having a problem with my PCB board for my aerohawk. Since I'm relatively new, I don't know what the issue is, and was hoping you guys could give me a suggestion.
When I give it power, everything but the tail rotor works. As soon as the little red light comes on (12-25 seconds AFTER getting power), the tail rotor works fine. I don't understand what would allow everything but the tail rotor to work!!! Isn't the red light indicative of power to everything?
I could really use some help! Thanks

The delay is normal and your heli is working fine. Remember turn on the transmitter and set the throtte to lowest before connecting the battery, and don't move anything until the read light is on.
