My TT36 will not start,HELP

Hi all, can someone help me, I have put a TT36 engine into my old Kyosho Concept 30. But the needle settings have moved, high & low needles. I have tried lots of times with low needle at 2, 2 1/2 & 3 turns out & the same with the high needle, but no matter what I do I just can not get the engine to start. Please Please can someone give some sort of info on wear I can start from.

When you try and start it, does it at least "pop" or sound as if it wants to start?
Have you tried a different (correct) glow plug? The glow plug might be dead.
Is your glow driver fully charged? Otherwise no glowing plug.
When you turn the engine by hand do you feel compression? No compression, no ignition.
Is your starter turning fast enough? If not, the engine won't fire up.
Does the engine get fuel, when you crank it, does fuel flow through and go into into the carb?
Hope that helps a bit.

Yes, good glow, fuel getting to the carb & it turns over fast. I need to know what to set the high & low needles as thay are all out.
