Gear ratio is determined on how mean teeth are on each gear. If one gear has 85 teeth ond the other one has 10 teeth that is 8.5 gear ratio.

The normal arrangement of the numbers is drive gear rotations to driven gear rotations. For example, 4:1 would mean the motor turns 4 revolutions for 1 rotation of the prop. (since common electric drives just have 2 gears... it is that simple.)
