When I've had a problem with reliable idle, and I know it isn't in the fuel system, carb or plug, I will add another shim to lower the compression ratio just a tad. This usually works.
My OS91's love cool power 10% -- they run and idle great. Sometimes I only need one shim, sometimes two. K.
