Dynamax Ducted fan unit question!

Ok, need some help here.. I was trying to start my dynamx/os91.. then the rotor came off crooked.. after removing the spinner, spinner bolt and rotor bolt with washer.. found something broken.. I thought it was just dried up red loctite.. but once i assembly fan (rotor) back on the engine with the rotor bolt and washer.. and after tighten it very much.. the rotor spins freely. I noticed that there is some slack (rotor spins freely around os91 shaft..,even though its tighten all the way.. my question is that piece that broke off , make the rotor snug with the shaft, A WASHER? or a COLLET? and what part would that be a O.S. or DYNAMAX brand? its been so long since i had that engine/fan apart from jet forgot what was there.. it looks like a very thin collet or washer.. any know what im talking about???

Let me revise my question.. is there a collet that is installed around the engine crank shaft after the metal rotor spacer? and slips into the ROTOR hole to make the rotor sit on the spacer snug, before putting the rotor bolt on? some much dry red loctite couldnt tell what it was once it broke off in pieces. btw jet models products website is where I need to go for this part?

Yes, there should be a collet. I don't have an instruction manual anymore or I'd scan you the exploded view.
