I heard that Frank Tiano took over ram and if so is he going to take care of the guys who paid for a ram or are they just out of luck with getting a turbine or there money back just checking for a friend.

Tiano did not "Take Over Ram"! He bought new old stock left over from Ram and is now selling improved engines from the Ram design (as I understand it). He is not associated with Ram or their Debts. I would venture to say your friend is out of luck
