You could :
Thread the outer 3/8" or so of the axle, and use a locknut.
Mill a groove to accept a C-clip or an E-clip, and use a washer.
Drill a hole, to accept a cotter pin or a quick release pin, and use a washer.
Place the wheel collar as usual, then solder or tack weld it in place.
Just a few answers... there are probably others as well

Though not a fan of collars and the above mentioned ideas are better solutions, I have never had one come off by grinding a "deep" flat spot on the axle and using Locktite on the set screw.

Stay away from clips - eventually they will spin and weaken - and you'll lose a wheel.
The best way is the wheel collar (done properly - with a 'flat' on the axle), or the Robart style strut bottom that uses an axle with a 'head' on it.
Threading the end of the axle for a nut is only o.k, as one side will want to losen (even with a nylon lock nut) - and if the axle is hardened (music wire) forget trying to thread it.

Why didnt you just ask me?
I use two wheel collars and a flat in the #1 collar. Also a bit of Pascofix doesnt hurt (its an anerobic CA product designed to glue metal)
If you want to get it off a bit of heat works.
If you want to try some Pascofix let me know I will put some into a small syringe and mail you some.
