Tight enough that he collet between the flywheel and the shaft is flush with the back of the flywheel (pushed in all the way) but not so tight that the bearing in the engine that the shaft comes out of is binding. It should still turn over freely and you should see the bearing spinning when you turn over the engine.

ok now i cant tighten it, i hold the flywheel, and then take my 10 mm socket and try to tighten it, in the proper direction but the motor just spins over

just kidding. just tighten it as tight as you can lol. thats wat i do and never had a problem
just make sure the engine will still turn over.
