Default help with clarification.

So, when I hear about 17mm wheel sizes. Do they mean the diameter of the hex nut you slip the wheel on? My hex nut is 15mm on my MMGT.

It's the hex size of the wheel adapter. The adapter that goes on the axle (pin) right before the wheel. It's measured from flat to flat like a hex bolt head.
