We used to have those here in the States under the Microsizers brand, called MicroCycles. Hobbico imports some of Tomy's *****arG line as rebrands them under the Microsizers moniker.
I still have the remnants of my Black/Green MicroCycle. The steering broke, and I haven't been able to find another one in the US.
EDIT: Oh, and the ones we had here were the street bike; that scooter must be a new variant I like it!
