For low-end speed you want a bigger spur and/or smaller clutch bell. For top-end speed you want a smaller spur and/or bigger clutch bell. "Optimum" gear setup depends on what you want out of it. Racing on a small dirt track with quick, sharp turns, you're going to want lots of low-end speed. For long distance, straight line, 60mph passes... that's top end speed.
