Read the manual. Toward the back of the car where teh transmission is located, the is a piece of rubber that you lift up and you will see a hole, then you have to line that hole with another hole inside there by turning the spur gear. The once you have the two holes aligned, take one of teh allen wrenches and turn it clockwise to make it shift later (I think, check in the manual), and counterclockwise to shift earlier. Check in your manual for a better understanding.

Is this a brand new jato, or did you buy it used. That's a brand teaser. I don't know what else you could do to make it shift. I have a jato adjusting the transmission works fine. If its brand new, it must be something defective about the car.
