you are talking about the throttle linkage, the throttle linkage attachs to the servo horn or arm, and then connects to the carb, it should be easly spotted, to tune you have 3 needles, a HSN(where the fuel line is connected) an idle screw(controls the idle) and a LSN( a bit lower where the throttle linkage connects) the HSN controls how much fuel goes into the carb, the LSN controls how much fuel will go into the engine, so the air and fuel mixture is correct, to richen the enine, meaning alot of fuel will go in, you turn the needle out, like unscrewing somthing, to have more power, you turn it in,like screwing in a screw, but running it in between rich and lean is the best way, that wya your engine doesnt wear out easly, running it lean means not alot of fuel, causing the engine to wear out fast, but yes you do get power, but thats up to you, you should always have a blue trail of smoke coming from the exhaust, but as for tunning, it's all about how you like it, you keep messing with the needles untill you get the settings you want, meaning that the truck runs the way you want, btu you also have to watch out for overheating, you can buy a temp gun and find some engine temps that are normal by searching, or you can use my method and spit directly where the glow plug is, and if it sizzles right away, its to hot, if it sits there, then after about 4 seconds it starts to sizzle, then you are good, if it takes for ever to sizzle, you engine is to cold, hope this helps, good luck!
