i have a nitro rusty and i was browsing tower and saw something catch my eye... proline all purpose wheels adapters for traxxas ... if its what i think it is i think it allows you to rotate front and rear tires is that correct

Looks like they are hex adaptors for the proline all purpose rims. Which would allow you to stick the same rims on diffrent vehicles if you had the adaptors on it. Im sure the wheels can be rotated front to back as well.

I have those same wheels. The adapters are very cheap. I ended up just getting the 5 spoke Traxxas wheels. $6 for a set of fronts or rears and they are made for that Traxxas lineup, not a fits-all that wear out. Oh and to fit the Traxxas Axles, you have to drill them out.
