no matter what I try I can't get the screws to budge. Any ideas?

What type of wrench are you using? Those "L" shaped wrenchs need the long end down the cylinder head, so the short end is what you turn....not much leverage there. Make an extension for the short arm for more levarge or get some T-handle (or equivalent) wrenchs.

If the engine was apart before, someone may have used thread-lock. Try heating with a hairdrier to soften threadlock.
