Your best bet would be to find a toy rc with lights and sounds and strip the electrics out and put on the shell powered by a 9v battery

Well, you need a good mechanic who can embed the siren and ambulance lights on your car. I would say you should consult marks. They are ambulance experts and have a high experience in converting local cars into ambulances.
