DX7 Flaps Programming

I am trying to set up a new E-Flite Commander, using a DX7 transmitter. Everything works normally except the flaps. Although the flaps will operate using the rocker switch, they will not respond to the 3 position flap switch.
Flaps work normally with the 3 position switch programmed for a P-47 with the same set of control surfaces.
Both models have the following settings: (among others)
Wing Types – all OFF
Input Select – Aux2: 2 position switch
Aux2 Trim: INH
Flap: System
Flap Trim: ACT
The P-47 Flap System is set to:
Norm: Flaps UP 110%, Elevator 0%
Mid: Flaps UP 24%, Elevator 0%
Land: Flaps DOWN 72%, Elevator 0%
Auto: INH
The Commander Flap System is set to:
Norm: Flaps UP 100%, Elevator 0%
Mid: Flaps 0%, Elevator 0%
Land: Flaps DOWN 100%, Elevator 0%
Auto: 0%
The obvious difference is the INH versus 0% in the Flap System setup. I cannot figure out how to get the Commander set up to INH.
Again, the P-47 flaps work as desired using the 3 position switch. Any help will be greatly appreciated.
