The 138 has one power regulator and the 148 has two.
I don't know if it is redundant or what but that is one difference.
Second, the components in the 148 are of a higher grade
When I questioned someone about this, it was basically explained that it was a cost reduction activity. Same functionality at a lower cost. I would guess they removed some of the redundancy in the unit and used cheaper components.
