Polk's Hobbies most definitely does support it - but they aren't mainstream (yet).
I have seen somewhere that some JR radios support this as well. I think they call it INV-PPM. Or maybe I'm thinking of Airtronics...
Futaba is likely to NEVER support positive shift on 72Mhz, since they are the SOURCE of the issue. Overseas, everyone uses positive shift (including Futaba).
The leading theory is they implemented negative shift to try to force brand loyalty... Just like JR does by having it's charging receptacle with reversed polarity of everyone else.

There's a shift inverter kit for the 8U that's suppose to be usable in a 9C, fwiw:
