You would want the tx on when you are setting the front toe, other than that you won't need it on.

I usually start at camber and then go to toe, but it doesn't really matter, thats just how I do it.
What kind of setup board are you using?

You should always set width and ride height first when using a setup board. When you make camber adjustments, toe in, etc before doing this, then try adjusting ride height everything is screwed up. It even mentions in the Hudy Manual to adjust ride height and car width before. You don't really need the TX on, unless you want to setup the car with steering and throttle trims at neutral. Then once the servo horns and linkages are setup, you won't need it anymore really. However, to measure toe in/out on the front plug in the rx pack to the receiver or flip on the switch so the servos stay stiff while you measure.
