Practicly there's no way...since these glues melt the plastic in order to make it glue I'd suggest you leave it as it is. It may look a bit better after doing the things mentioned above but don't expect it to become like new.
In case you wanna remove the glued tires from the rim then I'd suggest you to leave it as it is and get new rims...

So everyone just buys new rims when they need new tyres?
I've taken tyres/glue off rims and reused them before
Just rip off the tyre and scalp the excess rubber/glue off with a sharp flathead screwdriver and a hobby knife
It wont be as new but it'll be good enough to glue new tyres on

I made a small wheel adapter....basically a metric bolt where the hex head fits inside the wheel. I drilled and tapped the top of the bolt for a small screw that will fit through the well rim. I also machined off the bolt threads, but you don't have to. I mount the wheel on the adapter and put it in my lathe. You could use a drill press instead. I then use a small screwdriver, or other metal tool, and scrape the CA off with the wheel spinning. If you use a drill press, you need to make some sort of tool rest to balance the screwdriver against. Should be easy.
Edit: Many on-road car rims will totally distort when immersed in hot water. Nylon buggy or MT wheels are a different plastic and will take the heat. NTC3 wheels are a good example of easily distortable plastic. That's why I came up with the wheel adapter idea.
